Department of Land and Natural Resources' State Historic Preservation Division is requested to contract third-party consultants to review proposed affordable housing projects on state property, privately-owned historic property, and projects affecting historic properties.

If the Department cannot provide written concurrence or non-concurrence within 60 days of a request filing, it must contract a third-party consultant to conduct the review.

Third-party consultants must receive pre-approval from the appropriate island burial council and must meet educational and experience standards for preservation professionals as determined by State Historic Preservation Division Rules.

Third-party consultants are requested to provide recommendations to the Department within 30 days of filing.

Department of Land and Natural Resources must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Session of 2023.
