Requests the Department of Health to conduct a comprehensive study assessing health care needs of Ocean View residents on the island of Hawaii

Study must identify existing health care resources and services, unmet or inadequately-served needs, disease patterns, and Compact of Free Association beneficiaries in the community

Requires the Department of Health to provide policy and operational recommendations prioritized by severity and urgency to address identified health care gaps

Department must submit findings report to the Legislature no later than twenty days before the 2023 Regular Session convening

Defines "health care needs" to include health education, disease prevention, diagnosis and treatment, rehabilitation, terminal care, and related matters as determined by the Department
