Requests the State Auditor conduct a comprehensive performance and management audit of the Child Welfare Services Branch (CWSB) of the Department of Human Services.

Audit should examine CWSB's policies and procedures including child abuse and neglect investigations, risk assessments, child rights safeguards, coordination with county police and the Attorney General's office, Child Abuse and Neglect Registry database management, and oversight of child welfare offices statewide.

Auditor should examine and provide recommendations for additional personnel and resources needed for CWSB to effectively investigate abuse and neglect allegations and perform its duties.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than 40 days before the 2023 Regular Session convenes.

Resolution notes a 2017 federal review found CWSB made no improvements from 2009 and failed to meet any of seven outcome categories, citing concerns about caseworker visit frequency, children in foster care beyond 15 months without viable goals, and uninvestigated maltreatment allegations.
