Office of Information Practices is requested to convene a working group to develop recommendations for a new statutory exception under the Uniform Information Practices Act (UIPA) regarding deliberative and pre-decisional agency records.

Working group to balance the public's interest in disclosure with agencies' need for candid internal deliberations to make sound decisions, examining law and practices in Hawaii and other jurisdictions.

Working group composition includes seven members: three representing public interest groups, three representing government agencies subject to UIPA, and the OIP Director or designee who serves as convener.

OIP Director is requested to report findings and recommendations to the Legislature no later than twenty days prior to the 2023 Regular Session convening.

Certified copies to be transmitted to the Governor, OIP Director, Civil Beat Law Center for the Public Interest, League of Women Voters of Hawaii, and Common Cause Hawaii.
