Request the Department of Health to examine issues and barriers to enforcement of noise pollution restrictions, specifically targeting two-stroke engines, mopeds, and small off-road equipment.

Direct the Department of Health to investigate funding mechanisms such as commercial rebates or incentive programs to support transition to zero-emission mopeds and quieter small off-road equipment.

Require the Department of Health to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 30 days before the 2023 Regular Session convenes.

Acknowledge that existing regulatory measures in Hawaii Revised Statutes chapter 342F and Hawaii Administrative Rules chapter 11-46 lack effective enforcement and do not adequately address noise pollution from these sources.
