Requests the Department of Health to develop protocols for Hawaii hospitals to improve treatment of patients contemplating or attempting suicide.

Requires the Department of Health to consult with state hospitals, including Kahi Mohala, when developing the protocols.

Mandates protocols include one-on-one suicide counseling available 24/7 from trained counselors and suicide counseling in emergency rooms for at-risk patients.

Prohibits discharge of suicidal patients who are homeless or to correctional facilities unless the patient poses a threat to others.

Requires the Department of Health to submit a written report with recommended protocols and any proposed legislation to the Legislature no later than 20 days before the 2023 regular session convenes.
