Requests the Auditor to conduct an audit of the Department of Health and Department of Public Safety's implementation of the Hawaii Information Portal (HIP).

Addresses problems with HIP payroll system that went live in May 2018, which replaced the State's paper-based payroll system used since the 1960s with an electronic system by early 2019.

Reports that employees in the Department of Health and Department of Public Safety experienced incorrect payroll and leave time calculations through the HIP system.

Requires the Auditor to submit findings and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Directs certified copies to be transmitted to the Auditor, Director of Health, Director of Human Resources Development, and Director of Public Safety.
