Office of Planning and Sustainable Development must conduct a study of Waiahole Stream in consultation with the Department of Land and Natural Resources Forestry and Wildlife Division, Commission on Water Resource Management, and City and County of Honolulu.

Study must identify jurisdictional obstacles to coordinated stream maintenance and provide recommendations to improve stream maintenance and flood hazard mitigation policies.

Study shall examine landowner obligations, flood hazards, jurisdiction of public and private entities, permitting requirements, environmental conservation, and best management practices for flooding in Waiahole Valley.

Study must include cost-benefit analysis of establishing permanent staff to coordinate stream management across landownership boundaries statewide.

Report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days prior to the Regular Session of 2023.
