Requests the Chairperson of the Board of Land and Natural Resources to work with the Secretary of the Army to convey Dillingham Airfield (Kawaihapai Airfield) to the State of Hawaii.

Authorizes conveyance of 87 acres of airfield and beach property at the western end of Dillingham Military Reservation, originally required under the National Defense Authorization Act for Fiscal Year 1991, Section 2831.

Notes the airfield generates over $12,000,000 in annual revenue for the local and state economy through skydiving, glider operations, flight instruction, and other general aviation activities.

Designates the airfield as the most heavily used drop zone in the United States and recognizes it as a premier location for recreational skydiving and gliding operations.

Directs transmission of certified copies to the President of the United States, Secretary of the Army, Governor, Board of Land and Natural Resources Chairperson, and Director of Transportation.
