Urges the City and County of Honolulu to more vigorously enforce existing trespass laws to protect property rights and community safety.

Requests the Honolulu Police Department and Department of the Prosecuting Attorney jointly conduct a public outreach campaign including town hall meetings and listening sessions to address trespass concerns raised by North Shore and other Oahu residents.

Directs law enforcement to expand patrol efforts, increase community collaboration, establish a dedicated tip line for reporting trespassing incidents, and develop strategies to more effectively apprehend and prosecute trespass violations.

Requires law enforcement to track repeat offenders, escalate enforcement and penalties for repeat conduct, and establish safeguards to ensure actions do not criminalize Native Hawaiian gathering rights and traditional cultural practices.

Requests a joint report from the Honolulu Police Department and Department of the Prosecuting Attorney to the Legislature no later than twenty days before the 2023 Regular Session convening, detailing activities conducted and any proposed legislation.
