Department of Land and Natural Resources Division of Boating and Ocean Recreation is requested to conduct a study of commercial activity on Kaneohe Bay in consultation with the Kaneohe Bay Regional Council.

Study must quantify the amount of non-permitted commercial activity operating in violation of the Kaneohe Bay Master Plan, which was established under Act 208, Session Laws of Hawaii 1990.

Study must investigate enforcement challenges against illegal commercial activity at Kaneohe Bay and provide recommendations to improve compliance with the Master Plan.

Examples of non-compliant activity cited include non-permitted boat excursions from Heeia Kea Small Boat Harbor and pre-positioned kayak rentals at Heeia State Park advertised and coordinated online.

Legislative Reference Bureau is requested to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2023.
