References two Supreme Court cases threatening abortion rights: Whole Woman's Health v. Jackson (challenging Texas Senate Bill 8's enforcement mechanism for six-week abortion ban) and Dobbs v. Jackson Women's Health Organization (challenging Mississippi's 15-week abortion ban).

Expresses concern that pending Supreme Court cases threaten decades of legal precedent established by Roe v. Wade (1973) regarding constitutional abortion rights.

Notes that Texas Senate Bill 8 allows any person to sue abortion providers for at least $10,000 in damages rather than relying on state law enforcement.

Requires certified copies of the resolution be transmitted to each member of Hawaii's congressional delegation.
