Request Hawaii Emergency Management Agency to develop a preliminary draft evacuation plan for areas within lava zones 1, 2, 3, 4, and 6, including South Kona and Kāʻu districts on Hawaii Island.

Mauna Loa has erupted 33 times since 1843 and an eruption along its southwest rift zone would threaten developed South Kona and Kāʻu communities.

Kīlauea volcano currently poses a potential threat to Hawaii Volcanoes National Park and Kāʻu district if an eruption occurs on its southwest flank.

Hawaii Emergency Management Agency previously reported staffing issues prevented it from responding to a 2021 request for the same evacuation plan.

Hawaii Emergency Management Agency must submit the preliminary draft evacuation plan to the Legislature no later than 20 days before the 2023 Regular Session convenes.
