Urges the Department of Education to convene a working group to address Hawaii's school bus driver shortage.

Requires the Superintendent of Education to serve on the working group and invites the Board of Education Chairperson, Director of Transportation, and representatives from county transportation departments (Honolulu, Hawaii, Kauai, and Maui).

Requests the working group invite representatives from Ground Transportation Inc., Roberts Hawaii, and other contracted school bus service providers.

Directs the working group to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the start of the 2023 Regular Session.

Notes Hawaii reported a shortage of 100 drivers out of 650 positions (over 15 percent) as of August 2021, with dozens of bus routes temporarily suspended statewide.
