Requests the Early Learning Board to prepare a report containing a road map and proposed legislation for implementing Act 46, Session Laws of Hawaii 2020, which aims to provide early learning access to 100% of unserved children aged 3-4 years by 2032.

Currently only 50% of approximately 34,500 children aged 3-4 years in Hawaii have access to early learning options.

Directs the Early Learning Board to convene a working group of state agency representatives and community stakeholders to assist with the report preparation.

Requires the Early Learning Board to provide public updates on report progress at each board or working group meeting and submit the final report to the Legislature no later than twenty days before the 2023 Regular Session.

Mandates transmitting certified copies of the resolution to the Director of Human Services, Board of Education Chairperson, Superintendent of Education, University of Hawaii System President, Early Learning Board Chairperson, and other relevant state officials.
