Convenes a working group to review governance procedures for housing subdivisions in Puna District, Hawaii County that lack homeowner's associations for maintaining shared roads and infrastructure.

Requests working group to examine Department of Commerce and Consumer Affairs condominium association procedures and recommend applicable governance frameworks, bylaws, and dispute resolution processes for subdivision road maintenance.

Working group membership includes representatives from the Hawaii State Association of Parliamentarians, Hawaii Council of Community Associations, Department of Commerce and Consumer Affairs, Hawaii County Planning Department, Community Associations Institute Hawaii Chapter, and appointed representatives from affected House and Senate districts.

Requires working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convening.

Addresses historical issues including the 1991 Dana Ireland case where delayed ambulance arrival resulted from poor road conditions and current lack of statutory guidance on homeowner rights and responsibilities regarding shared infrastructure.
