Department of Education is requested to establish programs and educational opportunities to increase media literacy and promote digital citizenship for all students.

Media literacy is defined as the ability to analyze, evaluate, access, and create media; digital citizenship encompasses media literacy plus online safety and responsibility with five key competencies: inclusive, informed, engaged, balanced, and alert.

Department of Education is requested to incorporate grade-appropriate best practices, resources, and models for instruction in media literacy, digital citizenship, and internet safety across all grade levels from kindergarten through grade twelve.

Instruction in media literacy and digital citizenship should be integrated into every classroom and curriculum content area to prepare students for living and working in a digital world.

A certified copy of the resolution shall be transmitted to the Superintendent of Education.
