Requests the State Auditor to conduct a performance audit of all programs within the State Historic Preservation Division of the Department of Land and Natural Resources.

Audit must evaluate whether the division has adequate staffing and resources to conduct timely project reviews and whether review response timeframes comply with established rules.

Audit must assess current project review practices including categorical exemptions, historic property identification, filing systems, and streamlining of processes such as the inadvertent discovery process for burial sites.

Audit must examine record retention methodologies, standardization of monitoring protocols with cultural impact assessment guidance, and actions to address the existing project review backlog.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.
