Requests the Public Utilities Commission to investigate measures benefiting vulnerable utility customers, including low-income and retired customers facing rising costs of electricity, water, gas, telephone, and telecommunication services.

Directs the PUC to identify funding sources to support social policy objectives that prevent cost-shifting to other ratepayers when providing assistance to vulnerable customer groups.

Requires the PUC to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.

Addresses concern that discounted utility rates for vulnerable groups may shift costs to other ratepayers or create unintended subsidy consequences, making bills less affordable overall.
