Request for the Auditor to conduct a sunrise review of licensure and regulation of third-party review services providers as established in legislation introduced during the 2022 Regular Session.

Third-party review services providers offer comprehensive plan review services for residential, commercial, and industrial development projects to ensure compliance with applicable building, electrical, structural, plumbing, mechanical, and land use laws and codes.

Counties lack sufficient qualified staffing to conduct permit and proposal reviews, leading homeowners, property owners, and developers to increasingly use third-party review service providers.

Regulation of third-party review services is necessary to protect consumers, reduce non-compliant construction plans, and increase efficiency and timeliness of the overall review process.

Auditor to submit report of findings to the Legislature no later than twenty days prior to the 2023 Regular Session.
