Department of Human Services is requested to review the existing Medicaid reimbursement payment model for patients requiring nursing home-level care in the community.

Department of Human Services is requested to study the feasibility of increasing Medicaid reimbursement rates for Community Care Foster Family Homes (CCFFH), Expanded Adult Residential Care Homes (E-ARCH), and other Home and Community Based Service (HCBS) care providers.

In 2020, CCFFH providers received approximately $47.06 per day plus patient SSA for a maximum of $2,500 per month, compared to nursing homes receiving $280.00 per day plus SSA for a maximum of $10,100 per month for the same level of patient care.

Department of Human Services is requested to determine the overall effect of increasing Medicaid reimbursement rates for CCFFH, E-ARCH, and other HCBS care providers and services.

Department of Human Services must submit findings and recommendations to the Legislature no later than thirty days prior to the convening of the Regular Session of 2023.
