Requests the Public Utilities Commission (PUC), in consultation with the Division of Consumer Advocacy, to examine ways to mitigate high energy burdens for low- and moderate-income customers and integrate energy equity and justice into its regulatory work.

Directs the PUC to evaluate low- and moderate-income rate discounts, bill credits, direct payments, expanded bill assistance programs, and payment plan arrangements for struggling customers.

Requires the PUC to examine protections against service disconnections for low-income households, seniors, and families with infants, including annual reporting on disconnections due to non-payment.

Instructs the PUC to assess rate design options, program offerings, and community benefits agreements to address energy burden and ensure equitable distribution of benefits and burdens from energy projects in high-burden areas.

Requires the PUC to establish proceedings to conduct this examination and submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2023 regular session convenes.
