Requests the State Auditor to conduct a social and financial assessment of House Bill No. 249 from the 2021 Regular Session, which would mandate health insurance coverage for sexual and reproductive health services without cost-sharing.

Requires the assessment to evaluate the social and financial effects of mandating coverage for reproductive health services, drugs, devices, products, and procedures by health insurers, mutual benefit societies, and health maintenance organizations.

Mandates the Auditor submit findings and recommendations to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Fulfills Hawaii Revised Statutes section 23-51 requirement that the Legislature pass a concurrent resolution requesting an Auditor assessment before considering any legislative measure that mandates specific health insurance coverage.

Directs certified copies be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
