Urges department and agency heads with administrative control over state boards to provide interactive conferencing technology enabling remote participation in board meetings.

Requests board packets be provided to interested persons at least 24 hours before the board meeting to which the packet pertains.

Acknowledges over 170 state boards, councils, authorities, committees, and commissions exist to provide citizen input on government decisions.

Notes that remote participation technology successfully implemented during the COVID-19 pandemic benefited individuals with disabilities and residents of rural areas and neighbor islands.

Requires certified copies be transmitted to the Governor and heads of each executive department.
