Requests the Legislative Reference Bureau to conduct a feasibility study on establishing a universal, no-cost pre-kindergarten program in Hawaii.

Directs the study to research other states that have implemented or plan to implement universal pre-kindergarten programs, including how they address transportation, school lunches, and ancillary services.

Requires examination of existing pre-kindergarten programs in Hawaii, potential benefits and drawbacks of a universal program, and implementation methods in coordination with the Department of Education and Executive Office of Early Learning.

Mandates the study address staffing, teacher compensation, credentialing requirements, professional development, child assessment, curriculum, school schedules, and fiscal analysis with funding mechanisms.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session.
