Requests the Department of Transportation Highways Division to conduct a study on the existing load capacity of roads in the Seventh Senate District within Maui County and identify areas where infrastructure investment would be most effective.

Directs the study to address traffic congestion issues in Maui County that present safety risks to residents and strain existing roadways.

Requires the Department of Transportation Highways Division to submit a report with findings, recommendations, actions taken, progress made, and any proposed legislation to the Legislature no later than thirty days before the Regular Session of 2023.

Mandates transmission of a certified copy of the resolution to the Administrator of the Department of Transportation Highways Division.
