Urges the President of the United States to issue a presidential directive requiring federal agencies to report disaggregated Native Hawaiian and Pacific Islander data in compliance with OMB Statistical Policy Directive No. 15.

Directs the President to order federal agencies to fully comply with OMB Statistical Policy Directive No. 15, which separated "Asian and Pacific Islander" into distinct "Asian" and "Native Hawaiian and Other Pacific Islander" categories in 1997.

Notes that numerous federal agencies currently fail to utilize the "Native Hawaiian & Pacific Islander" category in critical surveys including the Department of Education's Early Childhood Longitudinal Survey and the Department of Health and Human Services' National Health Interview Survey.

References California Government Codes 8310.5 and 8310.7, which require state agencies to collect disaggregated data for specific Native Hawaiian and Pacific Islander groups including Hawaiians, Samoans, Tongans, Fijians, and Chamorros.

Requires certified copies be transmitted to the President, Vice President, OMB Director, HHS Secretary, White House Initiative on Asian Americans and Native Hawaiians, Hawaii Governor, Office of Hawaiian Affairs, and county mayors.
