Office of Elections requested to establish a working group to study implications of lowering Hawaii's minimum voting age below eighteen to increase voter participation.

Working group to address: pros and cons of lower voting age, experiences of other jurisdictions that changed voting age, whether change should apply to all elections or selected elections, and necessary processes for implementation.

Working group membership includes Chief Election Officer (chair), Dean of William S. Richardson School of Law at University of Hawaii, Superintendent of Department of Education, and at least one community member representing civic engagement organizations.

Chairperson requested to invite student representatives from public and private schools across the State to participate in the working group.

Working group required to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the start of the 2023 Regular Session.
