Hawaii State Energy Office is requested to convene a working group to examine barriers to installing electric vehicle charging systems in multi-unit dwellings and recommend changes to statutes, rules, or guidance.

Working group must examine installation barriers, whether state law changes could provide solutions, establishment of technical guidelines, cost recovery solutions, management of shared charging systems, and retrofitting alternatives.

Working group composition includes representatives from Hawaii State Energy Office, Commerce and Consumer Affairs, Public Benefits Fee Administrator, Honolulu Department of Planning and Permitting, Hawaiian Electric Company, Community Associations Institute Hawaii Chapter, electric vehicle charging industry, Blue Planet Foundation, and Hawaii Electric Vehicle Association.

Two board members from associations of apartment owners will be appointed by the Senate President and House Speaker to provide perspectives from multi-unit dwelling communities.
