Urges the U.S. Supreme Court to adopt a formal ethics code similar to the code of conduct that applies to all other federal judges.

Notes that all federal judges below the Supreme Court level (circuit, district, bankruptcy, magistrate judges) are bound by an ethics code, but the nine Supreme Court Justices are not.

References the 2009 Supreme Court decision in Caperton v. A.T. Massey Coal Co. which stated that judicial codes of conduct maintain the integrity of the judiciary and the rule of law.

Cites a February 3, 2022 letter from leading legal ethics scholars requesting Chief Justice Roberts draft a formal ethics code for the Supreme Court.

Directs certified copies of the resolution be sent to the Chief Justice of the U.S. Supreme Court and Hawaii's congressional delegation.
