Appropriates funds for collective bargaining cost items negotiated with bargaining unit (14) for fiscal biennium 2023-2025, with all appropriations listed as -0- across general, special, federal, and other funds.

Establishes separate appropriations for the Judiciary (JUD 601) to fund collective bargaining agreements and salary adjustments under Chapter 89C for excluded state officers and employees in the same compensation plans as bargaining unit (14).

Appropriates special funds to Hawaii Health Systems Corporation (HTH 210) for collective bargaining cost items and salary adjustments for bargaining unit (14) members and excluded employees assigned to the corporation.

Directs the Director of Finance to allot appropriated funds to state departments and the Hawaii Health Systems Corporation for expenditure in their respective fiscal years.

Includes provision that unused appropriations lapse on June 30, 2024, and June 30, 2025, and specifies an effective date of June 30, 3000 (appears to be a drafting error).
