Excludes spouses of employees hired on or after July 1, 2023 from Medicare Part B premium reimbursement through the Hawaii Employer-Union Health Benefits Trust Fund.

Current retirees, vested terminated employees, current employees, and spouses of employees hired before July 1, 2023 retain existing Medicare Part B premium reimbursement benefits.

Eliminates state and county reimbursement of Medicare Part B premiums for spouses of new hires beginning July 1, 2023, estimated to reduce future state annual required contributions by $1.2 billion over a thirty-year period.

Amends Hawaii Revised Statutes Section 87A-23 to limit spousal Medicare Part B premium reimbursement eligibility based on employee hire date.

Takes effect upon approval; does not affect rights, duties, or penalties that occurred before the effective date.
