Amends Section 464-8, Hawaii Revised Statutes to add a new pathway for professional engineer licensure eligibility.

Allows persons with a four-year engineering degree and four years of full-time (or equivalent part-time) professional-level government employment reviewing engineered plans and calculations under a licensed engineer's direct supervision to qualify for licensure.

Requires candidates to successfully pass the written examination prescribed by the board to test knowledge, skill, and competency in engineering.

Takes effect upon approval.
