Amends Section 88-103.7, Hawaii Revised Statutes to extend compliance timelines for state and county departments and agencies reporting to the Employees' Retirement System from 180 days to one year following format changes.

Requires the Employees' Retirement System to provide one year from final specification issuance for initial format compliance and one year from notice receipt for any subsequent format changes.

Establishes a mutual agreement process between the system and departments/agencies to set dates for submitting test files, with the system required to accept or reject files with specific deficiency information.

Allows repeated test file submission and response cycles until acceptance is achieved, with penalties waived during this testing process if deadlines are met.

Takes effect June 30, 3000.
