HI HB1036

Establishes the Hawaii State Fusion Center within the Office of Homeland Security, to be overseen by the administrator of homeland security under the director's direction and control.

Requires the center to be continually staffed to monitor all crimes and hazards and serve as the focal point for sharing local, national, and international information with the national-level intelligence community.

Mandates the center to collaborate with multi-disciplinary partners at all levels of government and private sector to receive, analyze, and disseminate threat-related information.

Directs the center to coordinate homeland security response activities including providing technical cyber assistance, assessing vulnerabilities and risks, facilitating information sharing, establishing a threat assessment management program, and supporting intelligence analysis and threat awareness.

Takes effect upon approval; description notes the fusion center is to be transferred to the Department of Law Enforcement on January 1, 2024.
