Amends Act 278 (2022) to modify the transfer of investigator positions from the department of the attorney general to the department of law enforcement, specifying the transfer of one chief investigator position, nineteen investigator positions, and one administrative secretary position.

Clarifies that Act 278 does not amend, abrogate, or infringe upon the attorney general's role as chief legal and law enforcement officer of the State or any of the attorney general's rights, powers, functions, and duties.

Changes the location of the statewide law enforcement training complex from the Mililani technology park to the first responder technology campus on Oahu.

Transfers responsibility for private security contracts at department of health facilities, department of human services facilities, and national guard/state emergency management facilities from the department of law enforcement back to the respective departments that originally managed them.

Adds "criminal" language to clarify the department of law enforcement's jurisdiction over criminal law enforcement functions and adds language to protect the attorney general's statutory authority.
