Transfers responsibility for producing a certificate of release from minor students (under 18) to their parent or legal guardian when enrolling in a new school.

Allows emancipated minors to produce their own certificate of release when transferring schools.

Exempts students eligible for assistance under the federal McKinney-Vento Homeless Assistance Act of 1987, including unaccompanied homeless youth, from the certificate of release requirement.

Clarifies that the transfer process is the same whether a student transfers within the same school complex area or to another complex area.

Takes effect on July 1, 2050.
