Amends license plate requirements to include the okina (ʻ) in the Hawaiian spelling "Hawaiʻi" instead of "Hawaii"

Establishes different plate designs for vehicles based on fuel type, effective January 1, 2025: zero-emission vehicles get a colorful design reflecting Hawaii's environment; hybrid and gasoline-powered vehicles use the rainbow design featured on plates issued since 1991

Requires hybrid vehicle plates to display "hybrid vehicle" and gasoline-powered vehicle plates to display "gas vehicle" on any portion of the plate as determined by county finance directors

Directs county finance directors to issue a new series of number plates for hybrid and gasoline-powered vehicles under the new requirements
