Allows the Department of Hawaiian Home Lands to assume review of proposed projects on lands under its jurisdiction regarding effects on historic properties and burial sites, replacing the prior requirement to consult with the Department of Land and Natural Resources.

Requires the Department of Hawaiian Home Lands to designate review to a qualified Hawaiian home lands preservation officer with professional competence and experience in historic preservation.

Mandates that all reports, maps, documents, and the preservation officer's comments and recommendations be provided to the Department of Land and Natural Resources for incorporation into the historic preservation digital document management system.

Requires written notice to the Department of Land and Natural Resources at least 45 days before assuming review duties, including information on the qualified officer, procedures for documentation sharing, and the effective date; notice must be posted on the Department of Hawaiian Home Lands website.

Retains Department of Land and Natural Resources authority for projects affecting properties listed or nominated for inclusion in the Hawaii or national registers of historic places or located in designated historic districts; effective June 30, 3000.
