Allows the Department of Hawaiian Home Lands to issue interim administrative rules after conducting beneficiary consultation with lessees, applicants, and native Hawaiians.

Interim rules become effective upon approval by the Hawaiian Homes Commission and are exempt from public notice, public hearing, and gubernatorial approval requirements under Hawaii Revised Statutes Chapter 91.

Interim rules may remain in effect for no more than 18 months while the Department undertakes the standard rulemaking process to adopt permanent rules.

Defines "beneficiary consultation" as the Department's direct outreach to lessees, applicants, and native Hawaiians as part of the Department or Hawaiian Homes Commission's decision-making process.

Takes effect upon approval.
