Amends Hawaii Revised Statutes Section 571-88 to expand circumstances under which family courts may expunge juvenile arrest records upon written application by the person or their parent/guardian.

Adds new criterion allowing expungement when a person completes a diversion program referred by the arresting law enforcement agency, is 16 years of age or older, and has no arrest for one year prior to application.

Defines "diversion program" as an intervention approach that redirects minors away from formal juvenile justice processing while maintaining accountability, with the goal of removing minors from the juvenile justice process as early as possible.

Maintains existing expungement criteria for cases not referred to prosecutors or family courts, and for cases referred to prosecutors or family courts that were dismissed or resulted in non-adjudication.

Takes effect upon approval.
