Amends Act 317 (2022) to replace "modern case management software solution" with "comprehensive child welfare information system" to allow flexibility in development and potential federal compliance and matching funds.

Changes language from requiring a contract with "a qualified child welfare software provider" to allowing contracts with "qualified child welfare software providers or procure available software" to expand procurement options.

Modifies the list of required features from mandatory ("shall") to optional ("may"), including case worker tracking tools, family portals, and resources for minors in care over age twelve.

Extends the $80,000 appropriation from fiscal year 2022-2023 so it does not lapse at the fiscal year end; any unexpended balance lapses on June 30, 2024.

Maintains existing reporting requirements to the legislature prior to the 2023 and 2024 regular sessions, with the effective date of June 30, 2023.
