Establishes a two-year public housing tenant workforce training pilot program administered by the Hawaii Public Housing Authority to provide part-time, on-the-job paid training and work experience.

Program aims to help public housing tenants gain knowledge and experience needed to meet minimum qualifications for future part-time and full-time employment.

Authorizes the Hawaii Public Housing Authority to contract with nonprofit organizations, for-profit organizations, or foundations to implement the program without compliance with procurement chapters 103D and 103F.

Appropriates $500,000 for fiscal year 2023-2024 and $500,000 for fiscal year 2024-2025 from general revenues for all program costs and implementation.

Takes effect upon approval.
