Allows renewal of driver's licenses for category (1), (2), or (3) license holders online, by electronic or digital means, or by mail, provided the person is not disqualified under subsection (a).

Requires renewal requests by electronic, digital, or mail methods to be received within 90 days after license expiration, or the application will be treated as a reactivation of an expired license.

Mandates applicants renewing by electronic, digital, or mail methods to provide a statement from a licensed physician, physician assistant, or advanced practice registered nurse certifying physical examination no more than six months before license expiration.

Prohibits renewal by electronic, digital, or mail means for more than two consecutive renewals, or if 16 years have lapsed since the applicant last appeared in person, with an exception for resident military personnel and their immediate families stationed outside Hawaii on official orders.

Takes effect July 1, 2025.
