Creates a new Vital Statistics Improvement Special Fund to receive $20 per license from non-employee agents and $26 per license from employee agents, providing resources for modernization and quality improvement in the Office of Health Status Monitoring.

Adjusts the distribution of marriage license fees to domestic violence prevention special funds: increases allocations to the spouse and child abuse special fund and birth defects special fund while maintaining allocations to the general fund.

Takes effect upon approval.
