Amends Hawaii Revised Statutes Section 349-16 to clarify definitions of "caregiver support services," "kupuna care services," and "respite care" for the Executive Office on Aging's Kupuna Care Program.

Expands "caregiver support services" definition to include services for both caregivers and employed caregivers, offering education, skills, knowledge, or mental, emotional, or social support.

Restructures "kupuna care services" definition to clarify that services apply to care recipients, caregivers, or employed caregivers, including 12 specific service types: adult day care, assisted transportation, attendant care, care coordination, caregiver support services, case management, chore, home-delivered meals, homemaker, personal care, respite care, and transportation.

Clarifies "respite care" definition to include temporary substitute supports or living arrangements for care recipients to provide rest to caregivers or employed caregivers, with four categories: in-home respite, nonresidential program attendance, institutional respite, and any combination of services deemed appropriate by the area agency on aging.

Takes effect upon approval.
