Repeals Section 328-106, Hawaii Revised Statutes, which requires pharmacy benefit managers to maintain maximum allowable cost (MAC) information and provide an appeal process for contracting pharmacies.

Removes the Department of Health's regulatory oversight of pharmacy benefit manager pricing practices, arguing this function is outside the department's public health mission.

Eliminates requirements that pharmacy benefit managers update MAC lists at least every seven days, provide pricing information to pharmacies, and maintain a defined appeal process for disputed reimbursement rates.

Takes effect upon approval and cites that regulation of insurance industry reimbursement practices is better handled through other regulatory means than the Department of Health.
