HB 1086 Summary

• Renames the "Workforce Development Council" to the "Hawaii Workforce Development Board" and "county workforce development boards" to "local workforce development boards" to align with federal Workforce Innovation and Opportunity Act terminology.

• Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law (P.L. 113-128, 29 U.S.C. sections 3111(f) and 3122(h)) and related federal regulations.

• Requires the Governor to select the chairperson of the Hawaii Workforce Development Board from among the private sector members of the board, rather than allowing appointment from any members.

• Removes the requirement in section 371-21(d) for the Department of Labor and Industrial Relations to submit annual reports to the legislature on the activities of the K-12 agriculture workforce development pipeline initiative.

• Makes conforming changes throughout Hawaii Revised Statutes to replace references to "workforce development council" with "Hawaii workforce development board" and updates the chapter title accordingly.
