Authorizes the Commission on Water Resource Management to declare an emergency when there is insufficient quantity and quality of water in any area (within or outside water management areas) that threatens public health, safety, and welfare.

Empowers the Commission to issue emergency orders requiring actions including apportioning, rotating, limiting, or prohibiting water use in affected areas.

Requires parties receiving emergency orders to immediately comply while retaining the right to challenge the order, with the Commission giving precedence to challenge hearings over all other pending matters.

Amends water shortage declaration procedures to apply outside water management areas, include climate crisis impacts in shortage criteria, and expand notification requirements to include electronic mail and the Commission's website.

Takes effect June 30, 3000.
