Amends Section 200-10 of Hawaii Revised Statutes to establish procedures for issuing new commercial ocean recreation permits in ocean recreation management areas and state boating facilities with permit limits.

New commercial permits (non-renewals) shall be issued in the following order: seniority based on years engaged in the business (proven by booking records, gross receipts, passenger manifests, vessel logs, dive logs, and tax records); seniority by application submission date and time; unsealed public auction; and lottery.

For renewal of existing permits where a permit limit is implemented, the department shall use seniority based on years engaged in the business to determine which permittees may continue renewing, with lower-seniority permittees disallowed from renewal to meet the limit.

Designates the department's authority to allocate moorage space within state small boat harbors to accommodate commercial fishing vessels and transient vessels.

Takes effect June 30, 3000, with Section 1 taking effect July 1, 2024.
